There is no hard border between photo editors and RAW developers On the other hand DxO (or most RAW developers) offers RAW specific functions like demoire, demosaicing, EXIF/IPCT support, batch development, watermarking, generic and camera/lens specific(!) distortion correction and CA removal, very sophisticated denoising, etc. DxO offers opacity only), no simple text functions, a canvas larger than the photo itself (like one would arrange parts of graphical elements on), different export options including PDF or transparent regions in PNGs, etc. It doesn't offer layers (masks kinda try to be layers, with a reduced set of editing functionality on the masked areas), hence no layer modes (add, multiply, average, etc. Yes, DxO offers masks and all, but with the main focus on raw development. Basically eating RAW material of any brand, but generally not "your average photo editor". The closest powerful and inexpensive solution I can think of that covers RAW development and photo good editing functions is Affinity Photo by Serif. Kinda like the comparison between Lightroom (RAW development) and Photoshop (THE photo editor). DxO basically works on JPGs also (NOT Deep Prime!), but its nothing I'd call a photo editor. Topaz focusses on sharpening and denoise (AI Denoise, AI Sharpen - both offer a reduced functionality of each other, so AI Sharpen can denoise too, and AI Denoise can sharpen too. Dxo also has optimized ways of masking/doing selective changes and a lot more things than Topaz.
